It is a shaft tip off of a buggy. The hole was caused by its dragging the ground.

It goes on a buggy. The small hole is for a screw to hold it to the wooden pole, and the tip is always worn through at the end.

Most say it fits on each of the two poles that run alongside the horse. But some say a brake that digs in the ground. I have seen old pic on net that shows it on the two poles, which some call the "tug"

I found a few. one is in the upper right

Carriage brake tip.

Actually, they have nothing to do with brakes .. The photo you provided is of shaft tips.
