Found this button in El Paso Texas

[STH69]

I blew this up as much as I could, and the back was rusted and fell off. It has and eagle with a crown above it and an anchor? That is what is strange about it, that usually indicates navy but why this far inland? Any ideas guys and gals?

Looks like an Italian Navy button; however, this design has also been imitated for use on blazer buttons.
