Have you checked for the word Sterling everywhere on it with a magnifying glass?
 

Says Sterling on the side of it so yes silver
 

So with it saying Sterling Top it is plated. Sterling would look the same on all sides and back.
 

Make a paste of baking soda and water, scrub with a toothbrush. If it has no "pops" or corrosion showing through, then it is silver. If it shows corrosion, it is brass or copper that has been plated. The plating wears off and the less than noble metal corrodes.
