It probably says: "Easy Pickings", or "Steal me!".

These cheap Chinese-brand padlocks are very easily picked or bypassed.
You can generally open one without a key in less than 30 seconds, sometimes, just by tapping it in the right place with a small hammer.

NEVER buy or use one of these to secure anything you intend on keeping.
Seriously, any decent padlock is going to set you back at least $50-$75.
The cheaper ones just keep the honest folks out.
