Kind of has the looks of pewter. No idea what it might be for though.

gonna say part of a friction latch for a webbed belt, like for tying equipment down

I think the pewter whistle theory is the most promising! Thanks so much for the help guys. I did not know pewter got a very similar patina to lead, good to know!
