Found on the beach, possibly from a shipwreck

Here is one for the Spanish Colonial experts. I got this from a fisherman who claims he found it on the beach. There is supposedly an 1800's Spanish wreck not too far from where it was found. The piece on the bottom looks kind of like part of a chain or a belt. Its made of bronze or brass. It looks to me like the screw could be tightened to put tension on the chain or the belt. The other small piece is nearly identicle to the piece on the bottom of the screw, it looks like a chain link kind of. Any ideas would be appreciated!

It looks like what's called an elevating screw on a gun carriage. I'll see if I can find a picture of one.

Nevermind...the ones from gun carriages look like they are a bit beefer and have more spokes on the handle. It also looks like maybe part of some kind of press. What are the dimensions of the item? Can you take another picture with a common item next to it to give some idea of scale?

Can the turning part screw down any further, like on the tourniquet? If it does, we may have a match.

Are those strap clamps brass, juju? ...or steel?

I have seen both. The ones I have somewhere in the shed are steel.
