Looks like the handle to a letter opener where the blade has long rusted away. Any signs of that on the bottom portion? That thing looks satanic. What does the back look like, is it flat? That would rule out the letter opener theory. A couple more pics from different angles would help.

dont think it was used to cleat rope. I would think it should be a little larger to do that.
