Found on beach on rhode island what could it be?

Found this object on a beach where I have found coins dating back to the 1800s also civil war bullets but this find today has me stumped it is about 5 inches long and at the head of it has a floral type pattern. at the base of it it also has strong detail to it. It has a hole at the base and it is pretty heavy.

Does both end caps come off? And if they are too corroded to come off, do they appear they should come off? Is the rod hollow from one end to the other? Does any part of it attract a magnet?

If it is not hollow, I don't think it can be a lamp part. As far as the toilet paper holder is concerned, I think 5 inches is too short. The average length for those rods is closer to 7 inches.

It barley attracts magnet the whole piece is not hollow it seems like only an inch and a half is hollow and that is the end with out the head on it. I don't think the head comes off I tried to twist it and it didn't want to. I could be wrong though I didn't want to try twisting it to hard that it might break. Think it is old though?

And yes my dog harbor is a great dog he helps me dig haha
