Found on an old farm... pressure containment cap?

Found this on land that was a farm from the 1800s all the way until 1960.

I think it's some kind of pressure containment cap(?). Looks like there's a hinge and four set screws.

No idea what it went to, how old it is, or was actually used for. Hope somebody here does.
 

Are the "set screws" in a insulating sleeve of some sort? It looks like something electrical to me for some reason.. functions something like a distributor cap. Strange piece.
