Not saying this is what you have , but I have known people to hang items similar to this around a cow's neck to try to break them from jumping fences . I also have seen this same trick done on dogs that have learned how to climb out of their pen .
 

It's a goat hobble, Darn goats will climb onto anything it's in their nature. Not so much to keep them in yard but to keep them from climbing. The Jack,(spike) hits the goats underbelly if he lift his front legs to jump. The chain also tangles the feet making it more uncomfortable for the goat to contemplate a jump. :)

thankyou for helping me whith this item. i'll go with goat hobbles i found 2 more today with an old tool box and a bunch of tools including a cow leader pliers thingy you hook or clamp the nostrils of a cow and lead them around severly rusted will post pics after i clean them up thank you GTI2000(Bryce Bender)............
