Your item looks like a spigot that would screw into a tank of some sort.

Old digger is right, it's a barrel tap.

Yes, upon looking at it more closely...more like a spigot or possibly irrigation something as another suggested.

I'm with B of the B. It's a type of bung hole valve that threads into a 55 gallon steel drum to pour out liquid fertilizer or herbicides & pesticides you'd apply on your fields. I've used them before.
