In photo #4, it looks like a thumb pad on a church candle snuffer and lighter.
But the long (top) end is bent the wrong way for that.
Guess That wasn't much help.

Interesting .....the blade looks to small to be a tobacco chopper(my first thought) . That round area behind the pivot point looks like a spring may of been there . Maybe it's part of a walnut splitter ?

Ok...The piece evidently has a part missing.....dont you think ?
Like its one half of a tool....like a pair of pliers. And maybe where the hole is, thats where the other part connected.then you would squeeze like pliers. Just under that hole....is a cup like indentation....did the other half of tool have another cup on it?
The axe like head is removable...due to the little tiny screw thats keeping it in ....its thin...like the same thickness as a razor blade and looks like it was sharp at one time.

The "cup" held one end of a spring... for resistance... against a stationary object or against the missing half of the tool... me thinks.

The only type of pliers I found with a sharp head are these in picture.

They are Castration Pliers.

Hey Gypsyheart,
I know exactly what that is.... It is a ATTITUDE ADJUSTMENT BAR !!!!! You see you simply put the hook ( or axehandle end ) in the rear of the subject needing adjustment and then raise SHARPLY until desire attitude is in compliment...
