There is an area, in central Oregon, generally known as Hampton Butte, where green petrified wood, or varying quality, can be found. There are other locales where green jaspers are not uncommon. There are a few areas that are little known where copper ore specimens can also be found. Then there is green serpentine, which is widely scattered across southwest Oregon and parts of the Coast Range.

other than being green it has the feel of basalt, but not as soft.
Green and blue jaspers can be found from Ontario to well south of McDermitt, in Oregon, Idaho, and Nevada. I suspect that is what it is.
Most jaspers from that area are varying shades of brown and red. Greens and blues are uncommon, but not extremely rare. Many types of picture jasper and cutting grade rhyolite can also be found.
My Uncle called himself a "rock hound" and he really liked the high country between Ontario and Hunington and south west. His main search was for what he called "thunder eggs". That whole country is heavy volcanic area and those type of stones used for jewelry are fairly common.
