Looks like some kind of wire device to secure a box lid. Could be the loop would be on both ends and the middle part turns to tighten the wire. How ever like Montana Jim said be carefull.

it looks like a high line fuse used to fuse a power transformer on pole top

Looks like there is lettering on the (bent) underside of where the loop is fastened. R N something...?

It looks like a cable that's used to remotely opened a trunk, hood or fuel tank door latch. It's also similar to a cable that’s used on carburetors throttles too. The cable that you found could have many applications, it could have even been used as linkage for an car air vent control.

i was thinking along those lines...a control cable.
