Type of metal? Something for size?

Was the picture taken on a floor? That looks like 2.25" wide oak flooring behind it.

1st guess: (depending on size) A bent sugar spoon.
2nd guess: The "belt slide" off of a pocket watch belt fob.

Same here. An old dish towel hook for the kitchen.

Maybe it is an early prototype spork?

A bent stubby spork....

I've seen forks bent and drilled to create a makeshift belt-clip for keys.

Here are two things I think are important: A) it looks like it is made of brass based on the apparent presence of verdigris and B) it was screwed into something ferrous (iron or steel) based on the fact that it has two holes and the back side of the piece has orange rust spots where the brass was in long-term contact with iron/steel.

All things considered, I'd call this a bracket of some sort. Anything from the bracket for the latch of an outdoor gate to a simple indoor curtain rod bracket. Either way, because it has a design and is brass, it was meant to be seen and be aesthetic, but it was mounted to something iron/steel so that rules out stuff like a spoon, decoration for apparel/jewelry/belts, etc.

At least that's what I am seeing.

I'm going with spork too, and the 2 holes are what was used to hold the handle.
