Found in civil war training area...Spoon?...How old?

Found this tonight in a park that use to be a civil war training camp...it looks to be a spoon handle? Its pretty heavy, no clue what type of metal it is...any insight would be appreciated!

Cool find, I don't understand the rust either but I've found some spoon ends the same way with rust coming from the core. They must have coated the iron core with something?

It looks definitively like Napoleonic design well used until late 1800's.
