I may be way off base, but here goes. They look like they came off of cigar wrappers. As to collectability I have no idea. Neat find though.

I turned the picture over and attempted to sharpen it a bit. They look to me like little price tags I've seen when a wrist watch was for sale. They were in a little box with that price tag kind of inside the box. Twist-0-flex was a watch band. Here is your photo turned over. Click on the picture for a clearer, larger photo.

And the next photo is kind of what I have in mind. Note the little tag just below the band on the left.
