I don't know about anyone else, but it looks to me like one-half of a pommel cap for a Japanese sword. The bail went through the caps and the wood underneath.

How big is it ?please put with something for a reference.I'm guessing it's half to Silver dollar sized?Looks like the metal end piece that cover a rubber bushing.

It appears to be a washer that's meant to be stabilized using a carriage bolt to keep it from rotating.

Note, carriage bolts have a square shank under the bolt cap...identical to bumper bolts, motor mounts, and the like.
