Crusader is correct. Specifically, it is a German/Prussian/Austrian late-1800s/early-1900s Fireman's button. It shows a fireman's helmet from that era, and crossed fireman's axes.

Some German Military buttons have a similar design.

Fireman epaulette or cap button if 17mm diameter, early design. Date around WWI up to 1920. Could be coat button with 24mm diameter.
