I'd soak it to see what it is...

It almost looks like a little car wheel/tire on a little stand.

Looks like an electric meter seal. Is it lead?

No. It is rusty and apparently made of some metal other than lead.

Took your advice. I have been soaking this in olive oil. I hope that works. Periodically, I have pulled it out and scrubbed on it. Some details are emerging, but not enough yet. Any advice on what to soak it in? Olive Oil is OK?

Right now I am leaning toward coat button, but I don't know what the part is that looks like a base or stand for the circular portion.

I don't know what a meter seal looks like. I will research this possibility.

I have no advice that's any good I'm sure. If you are THAT interested in what it is, try some WD-40 or some other rust eater.

I don't think you have a seal. Imagine a wire wrapped through or around something, and to connect them, or seal them, someone takes some lead and squishes it around the wire, sealing the wires. Um, think wax seal on an old timey envelope...

I don't know what a popper button is. The first thing that that popped into my head was one of those buttons that you twist to fit in the vertical slot on the opposing flap of the coat/garment. However, I could be wayyyyyyyy off.

An electrical box slug? bte they make neat replacements for the lost burner plates on antique iron toy stoves. fyi. Bob

Looks like a tuning knob of some sort,maybe off a string instrument

To me it looks like the top of an old key that was broken off, going to such items as a roll top desk, or china cabnet or even a hutch for example.

Looks like an old purse latch. Fits through a slot then twists to hold shut. They were also used on fishing creels, sewing boxes and picnic baskets to name a few.
