Could very well be. The top jaw link on my Ford 640 has similar multiple holes to allow some fast adjustment in attachment angles (which control depth for plows/subsoilers).

Dimensions?

This looks like the part of a single bottom horse drawn plow that allows angle adjustment between the plow and the horse. Plows are different heights as are horses. This allowed the horses harness to pull the plow at the most efficient position. My grandfather said that if the plow was set up correctly it was easy to use. If incorrectly set up you had to fight it all day long. 2 dgs.

Kirk, I found a piece similar to yours. I assumed it was for adjustment of
some time of farm implement but not sure of specifics.
