Maybe early dog license tags from Madison Towsnhip, [state] . However, they don't seem to be listed in the pre-1900 section of Bill Bone's tags book. You might e-mail him to see if any have been reported since the book's publication, or if he thinks they're any sort of animal tags. (In addition to being a dog license tags expert, he's a retired vet.) Here's the address:

I don't think they're tool checks or work checks, as those usually aren't dated.
