Found anchor? Plow? Norfolk inscribed. Billup inscribed

I am not sure what this is. I found a couple of them in a swampy area that is known for pirates, civil war, and colonial artifacts. I am not sure if its an anchor, cannon weight, or a plow. It is inscribed norfolk, VA and billup on the other flap. It is heavy. I found a couple of them.

Thanks. I didnt think I could make the ID with the site being so slow for me to post images. It may be as old as 1875? What is a Norfolk Champion Girl by C.Billups?

Wow is there a price on this? I have several other items as well. The engravings I guess give it away. I did see some thing on holding cannons down during the civil war with the same shaped object. But it is clearly stated billup.
