Found a tiny Shield Need Help with ID on It

Found this small shield there are 3 lines on the back of it top one I believe says "Monocraft" Next one says "NO 61" third one I can't read. I'm thinking some type of toy soilders shield but I can't find anything on it. Thanks For the help.

Monocraft is a costume jewelry mark which reportedly was first used in 1927. In 1937 the company name was changed to Monet; however, the Monocraft trademark (now discontinued) was renewed as late as 1971:

Research at heralrdry websites might identify the coat of arms, which appears to be be composed of three portcullises between two rampant lions.

Can't read the writing on the back. What does it say? I believe PBK is on the right path, decorations of some sort? Monty

Top Bar reads "Monocraft"
Middle bar reads "No 61"
Bottom bar is unreadable.

I wonder if this could have been a membership token to a club or fraternity of some kind? There is no mounting tab or hole on it for it to be worn, and it's doubtful it would have been attached backside to something, as that would have obscured the makers name and the numbers.
