Found a medallion of some sort ~ 1953

I went detecting in a vacant lot in Coburg Oregon today. The only thing I found was a weird medallion thingy ~ it's Copper or bronze ~ about 33mm in diameter ~ I can't make out all the lettering ~ here's what I can see:

inventor of low temperature welding ~ eutectic ~ 80th birthday ~ 1953

anyone know what this thing is?
