Looks like an olive fork. "S. E. B." is a mark of the National Silver Co. and, I believe, stands for Samuel E. Bernstein, who began making sterling and silverplate flatware around 1890. By 1904 his firm had become the National Silver Company of New York, NY.

I remember years ago I was at someone's house and the wife was upset because someone had sent them a fork in the mail. Only one tong in the middle had not been bent down so it resembled a hand giving the finger. They wrote "Fork you!"
im glad i did not find one of them , dug or not :D
