My WAG is that it is from a "breakaway" country from the former Soviet Union.

After the end of the Soviet Union, the Russian Federation introduced coins in 1992 in denominations of 1, 5, 10, 20, 50 and 100 rubles. The 1 and 5 rubles were minted in brass-clad steel.
