FOLK ART or JUNK??? Any help!???!

I have seen one of these before and for some reason i think it was woth some cash..As always i CAN be wrong.I was just wondering if any body has ever seen one of these before.It's approx.9in.high.base is wood,w/tin&brass
Any info. will be greatly appreciated.Thank's&HH ALL!!!

That is one ugly looking vase but it is unique I guess beauty is in the eye of the beholder.

Tramp Art, that would be a better fit.
