There is a water park at Virginia Beach called Ocean Breeze! Could have come from there!

ooooooooooor, a lot of public swimming places back in the days had lockers
where you would store your street clothes while swimming then all you would
have to carry was the key and fob. most were not stamped with a locker number to keep
people that found lost keys from matching it to the right locker and stealing the contents.

I remember those. It had an elastic band that most people strapped to their ankle.

Hotels, motels and condos also used a tag band that gave permission to swim in their pool. The tenants/owners were given a few for themselves and their guests. Today they are mostly plastic but back in the day Im sure they were lightweight metal just like yours.
