I have had this Vase for 20 years still don't know where it's from or what it says nor what it's worth the flowers were hand painted does anybody know how old this Vase is and what it's worth and what it says help me out people give me some answers please🙂

Your photo of the bottom should be rotated to the left to be correctly orientated.

It appears to be a poorly executed Qianlong four character reign mark although the upper left character is oddly done. Your piece, however, is not from the Qianlong period. It's common for Chinese porcelain to not only copy decoration from previous periods, they also copied the reign marks of the period, traditionally as a sign of respect.

Based on construction and the decoration, I'd say it's probably not more than 100 years old, possibly much newer, although it's difficult to estimate a date with certainty without seeing it in person.
 

Just to add... The two stamps in the last image appear to say:
全手工制作 Quán shǒugōng zhìzuò which translates into "all handmade".
