Fleet Air Base Tag "SOLVED"

Not sure what I have here. It says Fleet Air Base Canal Zone. Any ideas?

Panama Canal Naval Air Base commissioned during WWII to strategically protect the Pacific Coast.

Hard to tell what it was used for, though. Maybe a tool check where a worker would borrow a tool from the shop and the number would indicate which worker had which tool - and dock his pay if it didn't come back in time. Or a fob of some sort - maybe a luggage tag. The hole would indicate a leather strap went through it, rather than just a place to hang it on a check-out board.
