My neighbor eyeballed this relic in a creek near a 19th century wagon road. He brought it to me to ask if I could identify it. I have found a few of these but am not sure what it is. It is flat and appears to have swiveled on the iron rod that runs through it. I told him I would identify it. Please don't let me down. The first correct answer will receive a laurel and hearty handshake.

Looks like the hook off a set of old cotton bale scales... "D"

Are there any holes for mounting the base to anything??
