Flat Button * Eagle ? * Pigeon ? * Please help ID ?

After a cleanup of finds I discovered this flat button had design on it. It looks to be an Eagle or Pigeon facing left with something in its mouth? It also looks to have other counter stamps? I know the pics are crude but the best I can get... sorry I know nothing about buttons...
