as a military vessel on a military voyage -- the HMS victory is immune to "normal" salvage claims --all the british govt can be charged for is basically a "finders fee" of sorts --- the salvage value of the two cannons they used to prove her indentity to the english -- and actually they british govt doesn't have to pay that as the cannons are theirs but then oddessy doesn't have to say where they got em from either ---only turn em over to the brits -- so a "fair trade" was done --the brits get the cannons and the location of the wrecksite ---the salvors gets 80% of their "market worth" of the cannons for their efforts.
