Fish Ring

I found this in Devon when out metal detecting.
I think it's brass, the ring is approximately one inch in diameter and the fish is just over two inches long.
Can anyone tell me what it is?

any indication that it was broken off of something?
Like a candle holder or oil lamp?

Maybe brackets for pipes such as radiator.

Possibly a broken finger handle from a very old 16th, 17th, early 18th century chamberstick. maybe one of those dirt digging experts of European antiquities will have an opinion.
