found this item in kingston ny, it appears to be a buckle of some sort and i dont no what letters they are any info would be great ty fo taking a look......

I think this site have a similar buckle listed (4th pic from buttom of page):

It may read IPA and not JPA
Post your pics taken in daylight and use the macro function on your camera. Also placing an object for size reference is a help. Pics of both front and back please.
