First coin meter token? What is it?

Found this coin meter token on a military base that was opened late 1930's. The buildings where i found it was around the 1960's to my best guess.

Did a search on google images and such and could not find one like it. Looks like a bear with a face on it.

It's about the size of a quarter and about the same weight.

Here's mine....... They used for parking meters.
