first buff and a pendant

Found at a local school today. The buff is a no date. The pendant has got me curious. Awful shiny on reverse with no corrosion. A friend says it might be cloisonee....hello...spellcheck...looks like it may have had some stones at one time. Thanks for looking....HH. GL

Oh yeah, the pendant rang up in the nickel range....28 or29
