Found this ferrule in a vacant area ( camp?) near a where a Skirmish happened March 28, 1865......but is it of the time period...CW?

Not sure what I'm looking at. The typical definition of 'ferrule' doesn't match up to what I'm seeing.
Can you expound a little?

Whiffletree tip:

Whiffletrees were used to distribute the force with horse/ox team linkages. There were a bunch of different styles depending on the specific setup too.
