Blue was the color of the French Marines, And the red, white & blue combo is French military colors. Looks like a Naval style hay, too.

No he's not French because;

1. He has no white flag

2. He still has his weapon

3. He does not appear to be fastidiously translating the Horst Wessel Lied into French. Neither does he appear to be: entusiastically rounding up his Semitic neighbors for the new bosses, attempting to extoll the merits of bratwurst, sauerkraut, and schnapps to Parisian cafe owners, nor does he appear to be emanating an odor of garlic, cheap wine, severely aged cheese, and cooking oil.
