Federal reserve bank commemorative?

My fiancé had a student give this to her and I have no idea what it is or if it's silver. It has the "ping" when I do the drop test but it's quite a bit bigger than a Morgan and even an eagle I don't know if it's a good way to check. Does anyone have any idea what this token could be? I'm not finding any reference to it. Maybe it's a special coin made when someone retired from there after 36 years? :dontknow:

From my research there have been three reserve banks in Houston and their addresses are above the years on the reverse. I'm pretty sure this token is to commemorate the opening of the new branch on Allen Parkaway in 2004. I just can't figure out the material with which it's made. There is a really good coin dealer on I-10 called US coins and o may swing by there to get their opinion.

I could easily be wrong here but I think it could have had to do with the old federal reserve building in Dallas (District 11K).

Dallas is the 11th district of the Fed, denoted on bills with the 11th letter, K.
I momentarily thought maybe they had an 11K road race... then gave myself a dummy slap.
