Federal button help

I haven't been able to find a match on the net for this button. It's smaller than a dime, 14mm I think. The back is too rusty for a makers mark. I can't figure out what the eagle is clutching. 13 stars.

Could Be A Confederate Local, Officers Vest Or Cuff Button, But All That I Have Seen Only Had 11 Stars In The Pattern, Or None At All. Just A Shot In The Dark. trk5capt...

I found a similar looking button not to long ago. does it look like the eagle is holding an anchor in its talons? also if you look up scoville mfg co waterbury you might find what your looking for. a civil war naval uniform button. I hope this helps
