It's a digging tooth from a trenching machine. Check and you will find a carbide insert at the tip. The spring steel clip at the bottom is meant to hold it in place. My trencher uses a C-clip on the teeth, but they still fall off sometimes. They are worth about $10 new.
 

Also see them on those huge milling machines used to level the pavement before paving.
