Fancy suspenders clip

Found this few years back and never got any info on it. Im assuming its a suspender clip. Could it resemble a wealthy family? Looks like an owl. Dont see any markings. Possibly real silver?

I've never found a garter clip before, but a ton of suspender clips.
The 'hook' on the back had me thinking... hard enough that smoke actually came out my ears.

It's most likely brass though, nice find.
