I've deducted this is from the Fort Scott and Gulf railroad company. Kansas. ( 1879-1888 )
Is it for a key to the train? Is it some sort of tag? Any theories?

Yup, seeing no wear around the hole, it was probably a manufacturing reject that got tossed in disgust.
