In 2010?, 7 or so M.E.G.s set out to prove the Rogue River wild and scenic water way is in fact not closed to "dredging".
Listen to the interaction between the videographer/prospector/miner/historian Kerby Jackson, prospector/miner/mining law researcher Hal Anthony, and a BLM employee that arrived on scene while the machines were running.


"The State of Oregon" first codified the following in 1901:

Certain locations subject to prior rights. Any location of any mining claim made upon any natural stream, or contiguous or near to any placer mine,.............
any placer mine, shall be subject to the prior right of all mines in operation prior to the making of such location, to discharge debris, gravel, earth, and slickens as the same was discharged, or may be discharged, at the time of making such subsequent location of mining claim or claims. [L. 1901, p. 122, section 1].
 

Notice the above code does not use the word “Recreation” only refers to location of “Mining or claims".
You can start to see the context that the word defined are used within.
 

So subsequent location of mining claim or claims are still in place for "Mineral entry".
 

The following will play a strong factor:

Marking of initial point of plat: Nature of monument: Attachment to plat of surveyor’s affidavit: Contents of affidavit.

Indicting the initial point of such survey, and giving the dimensions and kind of such monument, and the location of the same with reference to some known corner established by the United States survey, or two or more objects for identifying the location of the same, and accurately describing the tract of land…….
