English Heraldry Shield or Repro?

My son found this. It is about 1 1/4" high by 1" wide. The front has a bas relief shield with horizontal bars in front of which is a 1-tower castle. Above the shield are three birds facing left.

On the back are three loops; two at the top sides and one at the bottom vee. The hallmark is E & Co. According to my research this is either Elder & Co from the circa 1835, or made by an Asian jewelry company. I believe it is sterling.

Any ideas?

Well.. any idea if this is a hat brass item? What would the three bales on the backside be for?

If it were a lot larger, I would guess a breast plate for a horse. Cool what ever it is.
