It is a colonial battery charger that was used by space aliens in the early 18th century... LOL wouldn't that be something? 
Maybe one of the members who knows lot about tractors,cars and machinery can take a good guess @ this one! Good luck!

Space ailiens! Now that is a great find, I think this should be nominated as a banner find! In the meantime, work on the letter to Mr. George and I will meet you there at 8:00!
