trying to google some information about the dog motif lock, I learned that small pad locks on dog collars was a thing in the 19th century. I never knew that. Seems somewhat cruel to me as I'm opposed to collars anyway. Perhaps your lock was intended for that purpose.
 

Likely a Victorian era German button.
 

What’s that do clean up the finds? How does someone do electrolysis work?
