You may be thinking about Gemplers Rust Converter. There are several good videos on Utube of renown CW artillery shell hunter Mr. Steve Phillips using and restoring shells using this product. Congrat's to you on the build of your system.

I need to make a couple more myself.

IMO I never really liked the black overcoat on CW Shells , I prefer a 'Clear Coat' ; again just my opinion.
 

Built electrolysis today for around $20.00. Plastic tub. 3/4 x 48 flat bar. Screws. Wing nuts. Electrical connectors. Alligator clips. Baking soda. Recycled copper wire. Tie wire I had lying around. Tested and works very well. Question I have what is the black paint like sealer I see alot of relics preserved in after they have been cleaned.

I like using a wax if possible. I have abucket of items to run. Some civil war iron and what appears to be a nice crusty cap pistol. I will post a before and after when I do it.
